The accredited service provider in Oman e-invoicing: who is it and what does it do?

Fawtara does not send your invoice to the Tax Authority directly. Between you and the Authority stands an accredited service provider, a regulated role that a software vendor cannot give itself. This page explains the model and what to ask before you choose. Decision No. 189/2026 makes e-invoicing mandatory for every VAT registered business from 1 October 2027, and from 1 April 2027 for those with annual supplies over OMR 5 million. If your date is 1 October 2027, you are not late. Confirm your own date with the Tax Authority.

The five corner model

The programme rests on the five corner model, known as the Peppol model. The first corner is the seller and the second is the buyer. The third is an accredited service provider for the seller and the fourth an accredited service provider for the buyer. The fifth is the Tax Authority. The structured invoice passes through the two providers, and the Authority receives what it needs in the fifth corner.

Who grants the accreditation?

An accredited service provider and an Access Point are regulated roles in the network. The Authority decides who holds them and publishes the list of who does. An accounting software vendor cannot give itself the role or decide it for you. If anyone tells you their software is already certified for e-invoicing, ask for their name on the Authority's list.

What has to be right first

The shape of the document is what has to be right first, and everything after it is plumbing that can be added. A structured document is data in fields: tax on every line, the ground for an exemption, the buyer's name and ID number, sequential numbering, and no amount, VAT, line or price changes after issue. A scanned picture cannot be read or checked automatically.

Questions to ask your software seller

Can I change an amount, a line or a price on an invoice after it is issued? Are my invoice numbers sequential across every branch and till, and is the reason for every cancellation on record? Does each line carry its own tax treatment, or is there one rate on the whole document? Does the invoice state the ground for an exemption? When I reprint an old invoice, does it show the rate I charged then? Can I produce the same invoice in Arabic? And one last question: does he claim to be accredited, and under whose name?

Where Nizro stands

Nizro is not an accredited service provider or an Access Point, and does not claim to be. It transmits no invoice to the Tax Authority today. What it does is produce the structured invoice that role needs, with tax on every line, sequential numbering and no amount, VAT, line or price changes after issue. Nizro is built to connect to Fawtara through an accredited service provider when your business is onboarded.

Questions everyone asks

What is an accredited service provider?

A body the Tax Authority accredits to pass structured invoices between seller and buyer inside the network. It is a regulated role decided by the Authority, not by a software vendor.

Who chooses the service provider for my business?

The Authority decides who holds the role and publishes a list of them. Confirm the steps for your own business, and your date, with the Tax Authority.

Is Nizro an accredited service provider?

No. Nizro is not an accredited service provider or an Access Point, and does not send any invoice to the Tax Authority today. It produces the structured invoice, and it is built to connect to Fawtara through an accredited service provider.

What is the Peppol model?

The five corner model: the seller, the buyer, an accredited service provider for each of them and the Tax Authority. Fawtara is built on it.

Is a PDF enough?

No. An electronic invoice is data in fields a computer reads, not a picture of a page.
